Theories that have been advanced  in this case include: 1.The Lone Wolf Theory.  The FBI's theory is that Bruce Ivins, acting alone, manufactured and mailed all the Anthrax. 2. Al-Qaeda Theory.  Al-Qaeda, which was working on anthrax in Afghanistan, had an agent mail the anthrax letters in conjunction with the 911 attack. 3. The Foreign Power Theory. A Foreign power that had been working with anthrax, such as Iraq, North Korea, or Russia, used the 911 attack as a cover to test the ability of the US to cope with an anthrax attack.4. 4.
