1. The Good Samaritan Theory. Madoff allowed
Picower and Chais to withdraw most of the cash in his Ponzi
scheme so they could do medical research and philanthropy
through the foundations that they controlled.

The Organized Crime Theory. At some
point, according to this theory, organized crime "invested"
via intermediaries with Madoff and used the conduits run
by Picower and Chais to launder their profits.
3.
The Exit Strategy. Madoff himself used Picower
and Chais to siphon off funds so they could be re-deposited
in his own secret accounts.
