are three theories that are consistent with the facts of
the case:.
1. The Terrorist Theory. The official theory, announced
by President Musharraf the very next day, is that the suicide
attack had been arranged by Baitullah Mehsud, the leader
of the Pakistani Taliban (who was killed by a CIA drone
attack in 2009). The only evidence of his direct involvement
is a questionable intercepted telephone conversation by
military intelligence.
2. The Spy Theory. The ISI, Pakistan's powerful
intelligence service, organized the attack to prevent Bhutto
from winning the election. The proponents of this theory
cite the ISI’s apparent surveillance of Bhutto–
men in dark glasses were spotted along the route–
and the fact that the ISI had ties with Taliban groups.
3. The Political Theory. Ambitious politicians inside
Bhutto’s own political party put her in harm’s
way to advance their agenda. The basis for this theory is
that even though their had been credible assassination threats
against her, her security detail left gaping holes in her
protection
